That's actually completely WRONG.
It appears as though you're working under the premise that it is Daylight Savings Time and that Quebec is in the "Atlantic" timezone.
Quebec is in the EST during Standard Time, EDT during Daylight Savings Time. EST is UTC -5, EDT is UTC -4. CST is 1 hour before EST, CDT is 1 hour before EDT.
Given that it is August, we fall under EDT. Thus, 1730h EDT (5:30 PM) becomes 1630h CDT (4:30 PM).
Subsequently, you have UK/Ireland/Portugal falling under the purview of UTC -0, which is 2130h GMT (9:30 PM), and the remainder of Western Europe and some Slavic countries are under UTC +1, which is 2230h (10:30 PM).
As for Tomi and the Argentinians, they are UTC -3, so that would be 1830h (6:30 PM).
Central is -1 from Eastern. Atlantic is anything in Canada to the East of the 63 degrees West line (a tiny bit of Quebec, and the rest of the Maritime provinces). Were Hash to be playing, he would use that timezone. As it happens, Atlantic Time matches Argentina (weirdos...).
