FPS drops: having trouble playing again on a lame laptop

Hi guys
It feels always great to be back again and play with you all
I am trying to play on a laptop: intel I3 1.9ghz, 6G of RAM, AMD RADEON HD 6800 series
Don't know why when i am playing it gets very slow with FPS dropping from 120 to 40.. doing r_primitives 2 is not helping, neither trying to select affinity to one processor or 2 or 3 from the 4 processors

Do you have any other suggestions ?

i updated to windows 10 (which i must admit, runs fluently), updated my radeon software, used ET LEGACY.. and no change
Unfortunately FPS drops from 125 to 40 or 50 when i face enemy or try to shoot

I am considering buying a gamer PC with nvidea (rather than radeon), but worried at the same time this problem will still happen

What is the best fps limit to set it to ? (i can reach 333 now if i want to)
